I've created a few categories that are yet to have any posts attached to them but I need to send those category names to translation. I can't see any obvious way of doing that so that. Any ideas?

Dear Alan,
with categories they can only be sent to translation as part of a post that has been sent to translation that belongs to the category i.e they are copied to translation.
Other than that, you can translate them manually in edit translation.

So really the only way of doing it is to create a draft post – adding those categories to that post – getting it translated and then adding those translations manually when they come back from ICL?

At the moment yes, you could assign all the categories to the draft,
dont forget to check "copy taxonomy to translation" in wpml->Translation management->multilingual content set up
