Hi-
We're trying to deactivate WPML. It's the latest plugin along with the most current version of WP. When we disable the plugin, the site displays the categories in german and also shows some of the other language translated posts.

How can I reset the categories back to English?

Dear Son,
When you create a translated post, or category, you have in fact created a wordpress post or category, what wpml does is to associate the posts as being related by language.
When you de-activate wpml, the translations remain as ordinary wordpress posts and categories.
To delete these, you delete them as ordinary wordpress posts or categories.
