Resolved
Reported for: WPML String Translation 2.3.8
Overview of the issue
Some theme option strings, depending on how they are registered and used, may not be showing their translation.
The problem occurs when the third parameter is used in the function icl_t
to register the string.
The third parameter is the original value of the string, and the strings are looked-up by that original value.
However, since WPML String Translation 2.3.8, this functionality has been removed and a new migration logic is supposed to handle these strings.

I am having the same problem. I cannot translate the string in the footer widget. Widget translation doesn’t work!
This patch was a solution in my case:
https://wpml.org/forums/topic/string-translations-not-picking-up-after-update/page/3/#post-941318
I applied that patch to WPML String Translation version 2.3.9.
