You can access it, but when you use the admin credentials -> You get redirected to the homepage, then /wp-admin/ gives you "Sorry, you are not allowed to access this page."
I can share credentials for FTP + Admin so you can see yourself
Unfortunately, the SFTP is not allowing me to login.
However, I was able to access the wp-admin area by using /wp-login.php instead and I am still getting Sorry, you are not allowed to access this page.
Failed to load resource: the server responded with a status of 403 ()
I have to say that this is not typically of WPML affecting this unless there is custom dependencies on the plugin.
It would be easier to verify if I could access the SFTP, please verify the details also I recommend reaching out to the host provider in case they can see any errors logged from their side, possibly a Fatal Error.
I can verify that WPML is completely uninstalled and also in the error log I did not capture any errors pointing to WPML creating this behavior. You can see the error log in the root directory when accessing the FTP.
At this point I would suggest the following:
1. Contact your hosting provider as they should be able to resolve this from their side
2. Access your database and review your user's capabilities as it looks like this account it's missing the admin capabilities
