Hi Maik,

Please go to WPML->Translation Management->Translation Service and share with me a screenshot of that page. (Just like the one I shared with you)

1. Is there any Translation Services activated?
2. Have you used any Translation Service to sent work, and are you using one currently?

If the answer to both questions above is "NO" , go to WPML->Support->Troubleshooting->Reset professional translation state -> check the box "I am about to stop any ongoing work done by PRO." and reset professional translation state.

NOTE: Before making the above change please make sure there is a backup in place.

Thank you Bobby. We had no professional translation services activated. Nevertheless I have as you described reseted the professional translation state.
