Problem:
You are using the new ATE editor for translating articles and encountering an issue where the editor combines all paragraphs of a section into one large segment. As a result, the translated content lacks proper paragraph formatting, only showing carriage returns.
Solution:
We are aware of this issue and are planning to release updates to the ATE editor that will address this problem. In the meantime, we recommend disabling the 'Bugger segments' feature as a workaround to preserve paragraph formatting in your translations. If this solution does not resolve your issue or becomes outdated, please check for related known issues at https://wpml.org/known-issues/, verify the version of the permanent fix, and ensure you have installed the latest versions of themes and plugins. If the problem persists, we highly recommend opening a new support ticket at WPML support forum for further assistance.

Background of the issue:
I am trying to translate an article with the new translation editor just released. I already was using ATE, but it's now the version you advertised. In my last translation, the editor created huge segments putting all paragraphs of a section together. In theory, this is good because this will improve translation quality. However, there are then no paragraphs on the translation. This feature is entirely useless if you are not recreating the paragraphs in the translation.

Symptoms:
The new ATE editor breaks my paragraphs. There are no paragraphs, only carriage returns.

Questions:
Why does the new ATE editor break my paragraphs?
How can I ensure that paragraphs are preserved in the translation?

issue should be fixed soon in new ATE releases that are pushed from our side, in the meantime you can use the suggested workaround and disable Bugger segments.
