WPML Translation Management - Not Acivate when click on activate button

Since WPML 4.5, the Translation Management module was incorpored in the main plugin (WPML Multilingual CMS), so you don't need to have it anymore in your plugins list. Therefore, you can safely delete it and keep using WPML as you used to do. If you're experiencing issues with this, please let us know better what's happening and we'll check it.
