Step 1 was successful but in step 2 we got the following error:

| Wrond translation assigned: release translation and assign the right page|
1) Go to the original language page, use a language switcher to switch to the translated page. Then in the sidebar under "Language> This is translation of" section, unlink this page from the original language page. Please check the attached screenshot.
If this option greyed out for you you will need to finish 100% translation for that page.
2) You can then link the correct translated page using the Connect with the translations feature.

Problem:Linking Page (different content) to my Main Language Page
Solution:You were experiencing this issue because there was an empty entry in the database.
Within the database table icl_translations there was a NULL entry for the ES translation of your default language page, therefore since it seemed that the page already had an ES translation it wouldn't allow you to connect the page.
After i removed the NULL entry i was able to connect them by going to
Pages->Declaracion page->Connect with translations->Connect with [en] data-security-... -> and made sure to leave the option to make Spanish the default language unchecked as you want English to remain the default language.

Problem:404 error appears on child pages only
Solution:the parent/child structure is broken.
Go to Pages->English and review the pages Employment, Employee Obligations, and Employee Benefits
If you edit them and review them you will see that that Employee Obligations and Employee Benefits do not have a parent page listed.
