I’d like user with the editor role to be able to translate taxonomies but unfortunately the submenu is hidden. How can I change that?

Also, you may need to have this capability "wpml_manage_taxonomy_translation" according to this article and have the user added as a Translator in your WPML settings:

WPML doesn't come with this functionality built-in.
