Tell us what you are trying to do?
Client is exporting pages via Translation Manager, but the XLIFFs we get are incomplete. The pages have no custom fields with this text, but do have Gutenberg block content. Some of the blocks came from Ultimate Addons for Gutenberg, some of the blocks were custom programmed. The content is not included in the XLIFFs for translation, however, and we can't figure out how to extract it via WPML. I've also searched the strings in String Translation for some of the text (because I do see some "gutenberg" content), but I can't find it.

Not really.

Is there a similar example that we can see?
Not sure what you mean. This is happening all over their site. Some pages more than others.

Here is an example of a German page that was already translated: hidden link

The only text that appeared in the XLIFF is under the image. (It was in a "Paragraph".) The rest is all from blocks and was absent.

I know how to translate the content on the left -- it's from taxonomies and the theme strings. But on the right, "All industrial products" and "Download Product Line sheet" appear in the WordPress page itself in blocks, but don't get exported. (This is not an official WordPress "Page" but a "Product".)

I do have admin login to the site, if that is helpful.

From what I can understand, you don't get the content of Gutenberg blocks and custom fields in the XILFF file, right?

WPML does segmentation of a page to offer each segment for translation either in the translation editors or in an EXILFF file. I suggest you test the following with the Classic Translation Editor, once you get the expected result, test again with XILFF files.

To translate Gutenberg blocks, when they are not the default blocks builtin Gutenberg/WordPress, they may need a custom configuration, so WPML will know how to segment them, here are some articles that explain how:
