1. This ticket is the follow-up of this ticket: https://wpml.org/forums/topic/parse-error-7/. My ticket was closed in spite of the fact that I was going to reply.

2. I want to activate Multilingual CMS which is not listed above, so I had to select String translation but String translation plugin is not active at all.

3. I make a core WP 4.9.8 version. No active plugin, theme is twenty seventeen. I activated the CMS multilingual plugin and my site had been broken.

4. I turned on debug mode and I received the following error message:
Parse error: syntax error, unexpected end of file in /wp-content/plugins/sitepress-multilingual-cms/vendor/twig/twig/lib/Twig/Environment.php on line 1517

Thank you for contacting WPML support. I'll be happy to help you with this.

When you say WPML Multilingual CMS is not listed, where do you mean? Do you mean on the plugins page? If so, then you need to upload a fresh install. You can download a copy at http://www.wpml.org/account/downloads.

The other plugins will not successfully install without the core plugin installed. I see that in your previous thread you mentioned that you did a manual install. Please make sure you are doing these steps with a fresh download, in case the previous copy you had was somehow corrupted.

Let me know the results after downloading and installing the WPML core plugin. Thanks!
