Please increase the PHP Memory Limit (your current setting is 40M). Minimum requirements are 128Mb:
https://wpml.org/home/minimum-requirements/
You can add this to wp-config.php to increase WP memory:

/** Memory Limit */
define('WP_MEMORY_LIMIT', '256M');
define( 'WP_MAX_MEMORY_LIMIT', '256M' );

- Add it above the line

Could you please tell me more about the issue? When you translate/publish your page, do you notice any js error(s) in your browser console? Does the issue occurs when you create/translate a new page?

Please check if this issue appears when:

- Only WPML plugins are activated. It will tell us if there is an interaction issue with other plugin.
- Theme is set to a WordPress default like Twenty Sixteen. Its will tell us if there is an interaction issue with your theme.
- If the problem disappears, start activating one at the time to track where the incompatibility is produced.

Could you please tell your results when you did these steps I mentioned in my previous reply?

Also, will you able to publish a page when all WPML plugins are deactivated?

Debugging

1. Please follow the debugging information provided here: http://wpml.org/documentation/support/debugging-wpml/ .
2. Repeat the action of creating the problem.
3. Copy and paste the contents of debug.log (log file inside the /wp-content/ directory) here for me to see. You can use pastebin.com and share me the link.

I tried the methods and everyhting works fine now. Though, I have accidentally sent pages for a translation job. I contacted the translation service provider and they have cancelled my order. But when I go back to the translation mananger, the jobs are still there. I cant edit these pages until they cancel the jobs and they said I should contact you instead to resolve it.

I'm glad to hear that the 1st issue was resolved.
