Hi there.

From what I can see, in the debug info that you added, the WP memory limit is 40MB. The WP memory limit needs to be increased as the minimum requirement for WPML is 128Mb WP Memory Limit: https://wpml.org/home/minimum-requirements/

Here's what you can try now that could quickly resolve the issue:

1. Create a full website backup
2. Go here (https://wpml.org/account/downloads/) and download the latest WPML version
3. Disable and remove WPML on your site
4. Go to Plugins > Add new > Upload the plugin zip file > install WPML and activate it

This should do the job.
