Tell us what you are trying to do?
I changed the index.php in FTP to 775 because when downloading the String Translation + Translate Management WordPress gives me this notification: Downloading is not possible because WordPress cannot write into the plugins folder.
Is there any documentation that you are following?

thanks for contacting us.

You need to change permission to wp-content/plugin folder, which is where plugins are downloaded to, not to index.php.
Do you have this error if you try to install all plugins or only WPML ones?

Please contact your hosting provider for instructions on how to change folder permissions.
In the meanwhile, you can try to download .zip files of the plugins from https://wpml.org/account/downloads/ and try to upload them via Plugins -> Add new or using FTP.
