This thread is resolved. Here is a description of the problem and solution.

Problem: How can I translate the WooCommerce emails?

Solution: Go to WPML -> Theme and plugin localization. Scroll down to the plugins section, select WooCommerce and then scan the plugin for strings. Do you see a message that strings have been added? If so, go to WPML -> String Translation and in the WooCommerce text domain, you should see the email strings.

Thank you for contacting WPML support. I'll be happy to help you with this.

You have submitted this ticket in the English forum. If you prefer to continue in Spanish, please let me know and I can pass this ticket to a Spanish speaking supporter.

If it's okay to continue in English, please try the following. Go to WPML -> Theme and plugin localization. Scroll down to the plugins section, select WooCommerce and then scan the plugin for strings. Do you see a message that strings have been added? If so, go to WPML -> String Translation and in the WooCommerce text domain, you should see the email strings.

If not, I'd like to have you try a few things so we can try to isolate the issue. This is just to help me identify if it might be a conflict with another plugin or theme that is causing the problem.

** IMPORTANT ** Please backup a working copy of site files and database before continuing.

Update all WPML plugins & WordPress core.

Disable all plugins except WPML related and then temporarily change the theme to a default WordPress such as TwentyFifteen. With these settings, do you see the email strings in the string translation table?
