I am working in canvas child theme and i am trying to convert site tagline and canvas footer text into french language. But there is no option for translating.

Hello,
In order to translate the tagline you need String Translation plugin to be enabled and that "Translate by WPML" to be selected in WPML > Theme and plugin localizations and then to re-scan the theme for strings from the same page.

If your theme has the strings wrapped correctly in gettext calls, then the strings will be registered and you can translate them from WPML > String Translation.
