This thread is resolved. Here is a description of the problem and solution.

Problem:
When attempting to create a translated version of an English menu, the client found that using the 'Duplicate English Contents' feature available for posts is not available for menus. Following the guide on translating menus manually resulted in an empty new menu, and using 'Menus Sync' only synced menu items containing translated posts.
Solution:
We recommend manually translating the menu by following the steps outlined in Translating Menus Manually. Initially, the new menu will appear empty because it starts as a blank slate. You need to manually add the same links as in the original menu to populate it. If you encounter any issues or if anything is unclear, please do not hesitate to contact us for further assistance.

Please note that this solution might be outdated or not applicable to your specific case. We highly recommend checking the related known issues, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. If the problem persists, please open a new support ticket.

Hi,

When I create the translated version of a English menu, can I copy all the English menu items to the translated version, just like in Post, I can use "Duplicate English Contents" to copy the English contents to the translated post.

I try to follow the instructions in https://wpml.org/documentation/getting-started-guide/translating-menus/ to create a translated menu manually, but found that the new menu is empty. I try to use "Menus Sync" function, but it only allows me to sync menu items that contains translated posts.

Hi there.

The only way to do this is to use the manual translation method (https://wpml.org/documentation/getting-started-guide/translating-menus/#option-2-translating-menus-manually) and recreate the menu in the other language.

I am not sure what you mean by having the menu empty when you try to translate it manually.

Practically, you will need to create button links as it is empty in the beginning when you manually translate them. You start from scratch, with an empty menu that's set to be the "translation" of the main one, but you put the same links inside it manually.

Please let me know if there is something that is still not clear so that I can try to help.

Thank you!

Kind regards,
