This thread is resolved. Here is a description of the problem and solution.

Problem:
The client purchased a 1yr subscription to "WPML Multilingual CMS" and is considering upgrading to "WPML Multilingual Agency" due to hosting 26 client sites on a WordPress multisite network, each with multiple environments, totaling 78 sites.
Solution:
We informed the client that when using Multisite, it is only necessary to register the main site using the site key. There is no need to register the subsites, as this is not supported.

When using Multisite, you only need to register the main site using the site key. There is no need to register the subsites, and this is not supported.

I already had registered WPML on the parent site of my multisite network (i.e. dev.signasur.ca).

But when I try to run through the WPML setup for one of the sub-sites (i.e. nca.dev.signasur.ca), it still prompts for a site key: hidden link.

It neither detects the master site key, nor does it recognize the master site key when I paste it in.

My mistake. . . I hadn't noticed the "Continue" button at the bottom of the configuration wizard. It allowed me to paste the master site key into the Step 3 ("Register WPML") field and proceed with the rest from there.
