Development site option not available

This thread is resolved. Here is a description of the problem and solution.

Problem:
The client has a Multilingual Blog account and wants to create a development site, but the option is not available.
Solution:
We explained that the client is currently using an end-user license, which is a renewal provided via a developer and only valid for one registered site. To register additional sites, the client needs to purchase a full WPML license. We recommended upgrading the account to a Blog or CMS license to obtain more keys. We clarified that if the client upgrades, they will pay the normal price for the new subscription and enjoy all the benefits listed on our purchase page.

didierD-13 Site owner	Hello, we have subscribed to a Multilingual Blog account for 39 USD a year. The Multilingual Blog account allows 1 production site and 3 development site. We would like to create 1 development site but the option is not available. How come? Can you please help? Thanks.

A regular WPML Multilingual CMS account costs €99, with a yearly renewal payment of €74. When a developer has already built your site and used WPML, you can take charge of the renewal payments for only €39 per year. Your WPML end-user license will only be valid for the currently registered site. It is not possible to register new sites or generate new site keys. If you need to register any additional sites, please purchase a full WPML license. No, you are currently paying a discounted option but it has just one license available. If you purchase a new subscription, you will pay the normal price but also have all the benefits listed here (https://wpml.org/purchase/) depending on the plan that you will choose.
