The reason the footer menu is vertical in English is because of CSS coding that doesn't target proper id in English language.

You can check your HTML and see that the Crotian footer menu has

menu-horizontal-footer

CSS ID whereas the English menu has

menu-horizontal-foooter-eng

ID. It is generated automatically by WordPress based on the menu name.

The CSS you have on your site targets only #menu-horizontal-footer. You need to include CSS for #menu-horizontal-foooter-eng as well.

You can see the example below:

footer.main-footer .widget.widget_nav_menu #menu-horizontal-foooter-eng li {
    display: inline-block;
    vertical-align: top;
}
footer.main-footer .widget.widget_nav_menu #menu-horizontal-foooter-eng{
    text-align: center;
}

You can either add this CSS in style.css of your child theme or paste this in Appearance - Customize - Additional CSS.
