This thread is resolved. Here is a description of the problem and solution.

Problem:
After activating the WPML core plugin, the setup wizard did not appear, preventing the client from configuring the plugin and translating pages. The client also noted the absence of the WPML menu in the WordPress Admin.
Solution:
We recommend checking for compatibility issues between WPML and other active plugins or themes. Here are the steps to follow:
1. Create a full website backup.
2. Deactivate all other plugins to see if the issue persists.
3. If the issue is resolved, reactivate the plugins one by one to identify the problematic plugin.
4. If the issue still occurs with all non-WPML plugins deactivated, switch to a default WordPress theme like TwentySeventeen and check again.
It is advisable to perform these steps in a staging environment if possible.

If these steps do not resolve the issue or if the solution seems outdated or irrelevant to your case, we highly recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. Background of the issue:
I have activated the WPML core plugin on a site under development. I am trying to configure it to make translations of the pages.

Symptoms:
After activating the WPML plugin, no setup wizard appeared, preventing me from configuring it and performing page translations.Even if I have installed otgs and I have activated it, I don't have WPML menu under Worpress Admin.

Questions:
Why didn't the WPML setup wizard appear after activation?
How can I manually start the WPML configuration process?

Hi there.

When you activate WPML, close to the top of the page, you should see a block that you can click on to set up WPML.

If you don't see it, this could be caused by a compatibility issue between WPML and (at least) one of the active plugins or the currently active theme.

Can you please create a full website backup and let me know if the issue is still happening even when all the other plugins are deactivated and you are using a default WordPress theme?

Please try the following steps so that we can test for a compatibility-related issue:

- create a full website backup

- disable all the other plugins

- check if the issue is happening again

- if it's not, reactivate your plugins one by one, checking every time if the issue shows up again so that you can understand which plugin is causing that issue

If the issue happens even with the non-WPML plugins disabled:
- leave all the non-WPML plugins deactivated

- switch to a default theme like TwentySeventeen

- try to recreate the issue now

If you can, it would be best to do this in a staging (testing) environment.

Please let me know how that goes and if following these steps solved your issue or brought any change.

It was just an issue of the installation. Re-installing it and enabling the field to start automatically solved the issue.
