This thread is resolved. Here is a description of the problem and solution.
Problem: How can I access the live chat?
Solution: A live chat should open automatically, as soon as you complete the required fields here (https://wpml.org/forums/forum/english-support/) and as long as there is an open/free/empty spot in the live chat queue.
If none of the colleagues have an empty spot for a live chat session, your request will be automatically transformed into a live ticket.
