Background of the issue:
I've just uploaded the zip file for WPML and I'm trying to start using the app on a site under development.

Symptoms:
The top banner indicates that WPML has activated, but the app line still shows the activate button.

Questions:
Why does the activate button still appear after uploading the zip file?
How can I confirm that WPML is properly activated?
where do I go to set it up?
