Background of the issue:
We have a multisite installation that uses WPML on three subsites only. Many of the subsites that do not use WPML are in a non-English language. After setting the language to a non-English language in the site settings for a subsite, links to view the subsite from the network Dashboard or another subsite dashboard have /en/ appended to the subsite home URL, even though these sites are not using WPML and have no English translations. I expected the dashboard menu to link to the regular homepage URL instead (hidden link) and then land on the non-English language homepage for that subsite.

Symptoms:
A link in the Dashboard menu to visit a subsite goes to hidden link and lands on a 404 page. This /en/ disappears from the link to visit these non-English subsites once WPML is universally deactivated on the network.

Questions:
How can I prevent the /en/ from being added to the URLs of non-English subsites that are not using WPML?
