I checked that answer.

"As soon as I start a new session or close the browser, the redirect does not work anymore."

That is expected - if this wasn't the case and if it keeps redirecting after the first redirect, that would mean that clients would not be able to access other languages since the functionality would prevent them to so.

"The redirect in a new session is only working (once) after clearing my cache, the cookies and the browser data in the browser settings."

That is also expected.

As you described it there, that is how it should work in fact.

I agree there are better approaches and this option does have limitations (https://wpml.org/documentation/getting-started-guide/language-setup/automatic-redirect-based-on-browser-language/how-browser-language-redirect-affects-google-indexing/, double loading as described on https://wpml.org/forums/topic/the-redirect-based-on-the-browser-language-option-makes-the-website-load-twice/#post-3625363)

So unfortunately there is little we can do - maybe you can see about achieving these redirections by other means, perhaps through custom code, maybe geolocation plugins, custom contractors (https://wpml.org/contractors/), etc.

As for WPML this is as far as it goes.
