This thread is resolved. Here is a description of the problem and solution.

Problem:
The client is unable to save translations in WPML because the original content includes formatting markups, and the client is unable to apply similar markups in the translated text.
Solution:
1. Ensure that the original text and the translated text have matching markers. If the original text includes specific markers, these need to be replicated in the translation. For guidance on setting markers, refer to WPML documentation on safe HTML editing.
2. Check if the URL field in the translation editor is locked or empty. Unlock the field and ensure it is not left empty as this can prevent saving.
3. If issues persist, providing WordPress admin credentials to the WPML support team can help in directly investigating and resolving the issue.

We highly recommend checking related known issues, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. Apologies for the delayed response — due to the Easter holidays, most of the team, myself included, were out of office.

I restarted the process again and I see that for the last 2 hours more than 1000 pages got translated and translations are ongoing.

Also, hidden link and Posts hidden link seem to be 100% translate as they have the same number in both English and Azerbaijani, indicating these are all translated.
