I am trying to: Have my language switcher menu appear for all countries in the top bar

I expected to see: the language switcher menu on all countries

Instead, I got: a missing menu in the top bar

Can you tell me if you tried following documentation as outlined here?

All these options are available on WPML -> Languages.

I'm not sure in which exact location you want to put the language switcher on, but if your top bar accepts either widgets or is the menu in fact, then you can follow these guidelines in order to put the menu switcher in the proper location.
