my menu in english unexpectedly displaying Hebrew content and i cant change it back

Symptoms: My menu in English is unexpectedly displaying Hebrew content, and I can't change it back. Some items are still in Hebrew. Questions: Why is my English menu displaying Hebrew content? How can I change the menu items back to English?
