Tell us what you are trying to do?
I tried all the changes to improve the loading times but it's becoming a pain.

Is there any documentation that you are following?
topics on the website/forums.

Is there a similar example that we can see?
Without WPML enabled my site is loaded within milliseconds, with WPML im looking at seconds loading time, scrolling/clicking through my backend is very slow.

What is the link to your site?

Hi,

Is this problem happening on certain pages in the backend?
If so, can you please tell me which pages are those?
Do you also experience performance issues on the front-end?

Here are a few necessary steps that I want to ask you to perform to improve or solve this problem.

1. Update WordPress to its latest version, and currently, you are using an older version of WordPress.

https://wordpress.org/download/releases/

2. Update WPML and its add-ons to their latest versions.

https://wpml.org/account/downloads/

3. By looking at the debug info you have attached, I can see that your site's MySQL version is 5.5.5. Our recommendations are to have the following as minimal requirements:

- PHP 5.6 and above (this OK with your installation) with a WP Memory Limit of at least 128MB and more if possible (this OK with your installation).

- MySQL 5.6 and above (this OK with your installation).

Please follow this link for detailed documentation:

https://wpml.org/home/minimum-requirements/

Is it possible for you to change those to the minimum requirement?
You may need to contact your hosting provider for that.
Meeting those baseline requirements is most critical before debugging and sometimes solves issues like you are experiencing.

**** Important! Please make a full site backup (files and DB) before you proceed with those steps****

*** If your site is a live site, you might want first to try those procedures in a staging environment or a snapshot of your site on your local server or another server. ***

Could you please perform that procedure and see if it help?

Thanks,
Itamar.
