I can not translate "Promo Bar Text". The theme I use is the "Neighborhood Child Theme".

The Neighborhood theme is WPML compatible, so i suggest you follow this link that contains information on how to translate the Neighborhood theme: https://wpml.org/it/2016/04/translate-neighborhood-theme-using-wpml/ (specifically the "Translating theme text and other strings" section, which might suit you best in this particular scenario)
