Tell us what you are trying to do?
I just want to know if Toolset Access can also restrict users from translating media (via Media Translation) on languages they are not allowed to.

Is there any documentation that you are following?

Is there a similar example that we can see?

What is the link to your site?

As media works as a post type, you can try to select "Media" when creating the Language Editor (see https://wpml.org/documentation/translating-your-contents/how-to-use-access-plugin-to-create-editors-for-specific-language/#create-language-editor).
