Thank you for your prompt reply.

I need to translate a lot of content.
So, I need a lot of time to register contents because I have to register through UI (1. manual translation).

I recommend testing out both the WPML Translation Editor and the Adanced Transaltion editor to see which one would fit best to increase productivity

unfortunately we do not currently have an option to do this through the command line

bellow you will find our hooks library and our wpml coding api also

Thank you for your reply.
I understand that the command line can not be used.

We are considering using WordPress site with CI/CD.

For example, we will set the same settings as the content translated in the staging environment,
I would like to apply it easily to production environment.

Could you teach me If you have any good solutions?

We do not officially support composer since our plugins are premium.

However, one of our clients was able to use WPML with composer kindly refer https://wpml.org/forums/topic/installing-wpml-via-composer/#post-794991 .
Maybe it can help you as well, Please note we have not tested this and at this moment we don't endorse it. It's up to you to use it on your own risk.

You can send us a feature request directly, we will definitely consider and try to implement the popular request.
