Amit here the WPML Support Manager.

After the WPML 4.3.4 update, some sites are displaying the “REST API is disabled, blocking some features of WPML” notice even though the REST API isn’t actually disabled.

Additionally, in some cases, this might cause performance issues.

We already have a fix for that and it'll be released very soon together with WPML 4.3.5, but until then we also have a workaround here - https://wpml.org/errata/rest-api-is-disabled-blocking-some-features-of-wpml-notice-and-performance-issues/

So if you are experiencing this issue please try the workaround before reporting the issue.
