Welcome to WPML support. I'd be assisting you further on this issue.

I just installed the latest version of the SDL Studio 2019 trial version and can open/translate the xliff file, so it seems like related to a single xliff file, could you please try to open another xliff file and let me know how it goes?

Also, could you please verify if my steps are correct, I followed the below steps:
- Export xliff file from a site
- Open SDL Studio 2019 trail
- Translate the xliff
- Save the translation as xliff and uploaded it in the site.

If the problem still exists, I would request you to send the xliff file so I can check if further.
