For being of better help, can you please provide your WPML Debug information in the debug field below? http://wpml.org/faq/provide-debug-information-faster-support/

You can choose Arabic as default, and you will have:
/ => Arabic
/en => English

Is this a solution for you?

To do it just go to WPML > Languages > Site languages and edit the default language.

no this solution not good for me
i want the main language of my website is english
like here hidden link

and the secondery language is arabic like hidden link

but any user or guest visit my website go to the arabic version

Hello,

No, this is not a standard option with WPML.

Maybe this feature is useful for you.

Please, take a look at this documentation:
https://wpml.org/documentation/getting-started-guide/language-setup/automatic-redirect-based-on-browser-language/

This way, you Arabic users will be redirected to the /ar site.

Is this a suitable workaround for you?

I understand.

So, the last option I can figure out is the following. Is not exactly what you want (this feature is not available)

You will have both languages in directories:
/en
/ar

but when you go to / the user will be redirected to /ar

Is this a suitable option for you? Let me know and I will tell you the steps to accomplish that.
