Thank you for contacting WPML support.

Could you please follow these steps in order to isolate the cause of the issue:
1. Backup your site first before making any change, this is for security reasons.
2. Deactivate all the plugins that are not related to WPML.
3. Switch for a moment to a WordPress default theme like Twenty Seventeen.
4. If the issue is gone, activate one by one to see which one there is an interaction issue.
5. Please add the debug report in the Debug Information box. I have also enabled debug info box for your next reply: https://wpml.org/faq/provide-debug-information-faster-support/

My issue is resolved now. Thank you! The problem was in Premium Addons for Elementor plugin. It looks like this plugin is not compatible with WPML.
