I have followed the below steps in order to fix this issue.
1. Renamed WPML plugin using FTP so that wp-admin become accessible.
2. Installed ARI Adminer plugin.
3. Went to *_options database table of your site.
4. Deleted ‘‘icl_sitepress_settings’ entry. This caused WPML to start over with set up.
5. Deleted ARI Adminer plugin.
6. Then I am able to finish configuration steps. I temporarily selected "English"as default and "Hebrew" as the secondary language to get this going for you. This can be changed by going to WPML >> Languages >> Site Languages. There are two buttons: "Change default language" and "Add/Remove languages".

And now WPML working fine in your site. Could you please check and confirm?
