Hi there.

The issue here is that you are on a "Multilingual Blog" type of membership:
https://wpml.org/documentation/getting-started-with-multilingual-blog/

That will not allow you to translate strings (you will need the "WPML String Translation" add-on installed on the site).

So you would need to be at least on the "WPML Multilingual CMS" type of membership:
https://wpml.org/purchase

After that, you will be able to go here (https://wpml.org/account/downloads - select "manual download"), download "WPML String Translation", go on your site's backend > Plugins > Add new > Upload > Select the zip file you downloaded > install it and activate it > then go to WPML > String Translation, search for the title and tag line and translate them.

Please let me know how things go and if you were able to get those parts translated.
