Background of the issue:
I am trying to have Yoast SEO properly generate a sitemap for a domain-based language where most of the pages in that language do not actually exist and instead fallback to the default language content. The issue can be seen at hidden link.

Symptoms:
Instead of seeing a list of pages 98% identical to hidden link, I got a total of 8-9 pages reflecting only pages that differ in the UK variant of English.

Questions:
Why is the sitemap in the fallback language mostly empty?
How can I ensure the sitemap includes pages that fallback to the default language content?

While you wait for my colleague to take over the ticket, let me try to help you with the issue quickly.

That is expected since pages do not exist in that language. That is how fallback works, it will show on frontend the same content if the client visits that page in another language, but it does not actually exist.
