This thread is resolved. Here is a description of the problem and solution.

Problem:
If you're experiencing issues with translators still having access to certain language pairs even after deactivating the 'Restrict User Access' plugin and trying to manage their permissions, this might be due to a known issue.
Solution:
We recommend removing the language pairs for translators if you do not wish them to be able to translate certain languages. This is a temporary workaround until the issue is addressed in the upcoming WPML version 4.7.

If this solution does not apply to your case, or if it seems outdated, we highly recommend checking the related known issues, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. Should you need further assistance, please open a new support ticket.

Hello,

1- I have deactivated Restrict User Access and tried again but it still doesn't work.
2- It didn't work before adding them as translator, I tried to add them to fix this in the first place and now I can't remove them. I have no cache or security plugin.

I was able to confirm and reproduce the issue on the new test site, it seems like a bug. I have escalated the issue to our 2nd tier to check and advise further.

I will update you when I have some news.

It seems to be a known issue that will be fixed in a new version of WPML 4.7. In the meantime, you can remove language pairs for translators if you do not wish them to be able to translate some languages.

Hope this workaround is good enough for your case.
