Yes, I experienced a very similar issue on my side as well, and I believe it could be cause to the different fatal errors that both you and I have been encountering.
I tried working around this by installing the plugin directly via a file manager plugin, but as you noticed, this does not seem to work properly on WordPress.com hosting. I also could not find a regular hosting-side file manager in the hosting panel.
If the plugin upload is still not working through the normal WordPress plugin uploader, could you please check from the hosting side / support and maybe they can try and make sure the full WPML ZIP/plugin files are uploaded correctly?
Once that is confirmed, I will continue checking further. Hopefully, after a complete upload, the errors will no longer appear on the staging site.
This very frustrating situation lead to take the decision to stop working on WPML for this specific website. WordPress hosting are saying the problem is in the plugin and they cannot troubleshoot it. And you are saying there are some issues with the hosting side which I do not understand.
For that reason I had to go with plan B and work with another plugin because we cannot wait anymore and WPML this time was not a good fit.

Please believe that I genuinely tried my best to investigate and help from our side. From what I could see, the problem appeared to be related to a very specific interaction between the hosting environment and WPML, which unfortunately made troubleshooting extremely difficult.
If it would still help in any way before fully closing this case, I can offer: we could try migrating the website to another hosting or temporary test server from our side to confirm whether everything works correctly there. This could at least help verify the root cause more clearly.
That said, I completely understand that you cannot keep waiting and need to move forward with the project.

yess i definetly know how much you put time and effort into this, i was comfortable with WPML after using it for 5 years I don't like to change but unfortunately i don't have any other option.
