You are referring to wp_icl_strings table, correct, or some other table, maybe wp_icl_string_pages?

On a side note, this table having over 200MB could indicate that it may have hundreds of thousands of strings inside, thus possibly indicating corrupted database, because for example my testing localhost website has 20,025 strings and mere 8.5 MB.
