This seems like Arabic language files might be corrupted as i can see other Arabic text with out any issue.

Please download the fresh Arabic language file for the latest version of WordPress from hidden link

Extract the archive and move the contents to /wp-content/languages/ folder if the folder already contains a translation for Arabic replace it with the new files.

I think the issue is resolved once I changed the localization option to use only string translation ("Translate themes and plugins using WPML's String Translation only (don't load .mo files)") from WPML > Theme and plugin localization > Localization option.

Could you please verify the same.
