This thread is resolved. Here is a description of the problem and solution.

Problem:
The client's website, set to Arabic as the default language in WPML settings, displays the header and footer built with Elementor only partially translated; widgets and menu content appear in Arabic, but other fields remain in English despite being translated in Elementor and string translation. Additionally, for Yoast SEO, while most features display in Arabic for admins who have selected Arabic in their profiles, the Analysis section does not switch to Arabic and remains in English.
Solution:
For the Elementor header and footer issue, we recommend adding the Arabic template ID in the theme options and translating it to English. This adjustment should resolve the translation discrepancies.
Regarding the Yoast SEO issue, try disabling all non-WPML plugins and switching to one of the default themes to check if the problem still persists. Ensure to back up your site before making these changes.

My site default language is set to Arabic in WPML settings, but the header and footer which are built with Elementor shows only the widgets and menu content in Arabic but any fields written in Arabic still shows in English although it is translated in Elementor it self and in string translation too.
The second issue with Yoast SEO, everything in Arabic shows to Admins selected Arabic Language in there profile except the Analysis section is not changing to Arabic and shows only English in both languages.

Can you make a small change on the header template and complete the translations to see if it helps?

Regarding the Yoast SEO problem, Have you tried disabling all non-WPML plugins, switching to one of the default themes, and checking whether the issue still persists or not?

Please remember to create a backup of your site (both files and the database) before making any updates or changes. This is always a good practice.

The modification to the header and footer didn't help. However, almost all pages built with Elementor have the same issue: only the widgets and menus display in Arabic, while any text added to Elementor itself remains in English.

Additionally, I’ve deactivated all plugins except WPML and Yoast, but the issue persists even with a default WordPress theme.

I’ve also increased PHP memory, but that hasn’t helped either.

I hope I can find a solution to these issues. Please let me know if you have any suggestions.

The template is added using theme options so please add the arabic template id on the theme option and translate it to English, this will fix the issue.
