This thread is resolved. Here is a description of the problem and solution.

Problem: I can't see all language pairs available in WPML > Translations

Solution: you need to set language pairs for the user in order to see translations in a certain pair, even if the user is a translation manager

I am trying to:
change the displayed language in the translations queue to see other languages
Link to a page where the issue can be seen:
in the translations queue tab
I expected to see:
select between spanish and portuguese
Instead, I got:
I can only see the spanish

do your user have permission to translate from English to Portuguese? If not, it's expected you can't see jobs for this pair.

Please notice that even if your user is a Translation Manager, if you don't have language pairs set up, you won't be able to see the jobs.
