I am trying to:
Translate a custom text block I created in my registration form using Ultimate member
I scanned my plugin for strings twice, and found the string in my admin screens
The string is marked as translation complete,
The text still appears in English
all other fields in my form have translated correctly ...

Welcome to the WPML support forum. I will do my best to help you to resolve these issues.

Please try the following steps after a site backup and check you are getting the expected result or not.

1) Open *Registration* form for edit
2) Duplicate the form to secondary language
3) Then switch the language to secondary language via Dashboard language switcher
4) Edit the form field captions
5) Save the form

Thank you Bigul, Hadn't thought of that since I had seen those blocks in strings, did not think I needed to duplicate the form
