This thread is resolved. Here is a description of the problem and solution.

Problem:

Unable to check the checkbox 'set language information for existing media'

Solution:

It is OK that the option 'Set language information for existing media' is greyed out. It is like this in most of the cases, and it means that you do not need to take any action regarding this option and the existing media already has the language information. Please proceed with applying this option to the main site where it is not grayed out.

WPML is installed on a WP 4.98 multisite network and I have begun configuring it on selected subsites of the network. The main site is hidden link

When configuring media translation settings on each site, the checkbox for "set language for existing media" is grayed out on all sites except the main site.

hidden link (I can check the box on this site)

Media Translation
You can check if some attachments can be duplicated to translated content:

Set language information for existing media - UNABLE TO CHECK THIS BOX - GRAYED OUT
Translate existing media in all languages
Duplicate existing media for translated content
Duplicate the featured images for translated content

These are some of the other subsites on the network that I cannot check box for "set language information for existing media"
