I've downloaded and imported the duplicator package into my local dev site and I'm able to open the menu sync without issues as shown in the attached screenshot.
It looks like the issue is isolated to your server for some reason.
Please allow me to escalate this further to our 2nd Tier Support for further investigation. I will come back to you once I've feedback.
Yes even in my localhost i can able to open it only pantheon server cant open the wp menu sync but pantheon support team tells that there is slow running php code in this plugin so according to them this need to be fixed. Or please let me can we add any configuration for timeout issue because the menu sync query executing too long it seems to be .
We have contacted with pantheon server support team , they recommended us to look into slow running php files i took some time to check the errors logs and slow running codes. Could you guide me which file is loading wp-menu-sync the query may be delayed i think i cant find the code which one is giving "the application did not respond time"

I've received feedback from our 2nd Tier Support, and here's what was mentioned:
On the client server, requests are terminated after 59 seconds. Despite enabling auto register strings, the issue persists. After updating WordPress (WP) and WPML on the local server, the processing time decreased to 55 seconds.
Please advise the customer to take the following steps:
1. Disable the Black Bar, Debug Bar, and Query Monitor plugins. These plugins log SQL queries, which can increase query time.
2. Update WordPress to version 6.5, WPML to version 4.6.10, and ST to version 3.2.11, then recheck.
3. If the issue persists, consider extending the gateway timeout from 1 minute to 1.5 or 2 minutes.
Could you give this a try and let me know how it goes? If you're not sure how to increase the gateway timeout, please contact your hosting provider.
