This thread is resolved. Here is a description of the problem and solution.
Problem: while having "WPML Translation Management" plugin active but not "WPML Multilingual CMS" or having latest version of WPML Translation and older version of WPML Multilingual CMS
1. deactivate all the WPML plugins.
2. delete them (deleting plugins will not erase your translations. translations are in database)
3. download fresh copy of WPML plugins from https://wpml.org/account/downloads/
4. install and activate them
