This thread is resolved. Here is a description of the problem and solution.

Problem: WPML Media is enabled but not effective

Solution: That means you installed and activated WPML Media translation but you did not activate the main WPML plugin which is 'WPML Multilingual CMS' : https://wpml.org/account/downloads/

In order to work any of the WPML plugins, the main WPML plugin is required. Just install 'WPML Multilingual CMS' and activate it then it will be fine.

Thank you for contacting WPML support.

Hi,

Many of the users with the same issue found out that it was caused by a plugin conflict or either by caching.

Please disable all the plugins including WPML plugins.
Reactivate WPML only. do you see the issue?
If not continue activating one by one and check which plugins causes this or works fine after this.
