This thread is resolved. Here is a description of the problem and solution.
Problem: WPML Media is enabled but not effective
Solution: That means you installed and activated WPML Media translation but you did not activate the main WPML plugin which is 'WPML Multilingual CMS' : https://wpml.org/account/downloads/
In order to work any of the WPML plugins, the main WPML plugin is required. Just install 'WPML Multilingual CMS' and activate it then it will be fine.
